| Francis is a Legal Consultant with the firm. He holds Bachelor of Laws degrees from Makerere University and a Diploma in Legal Practice from the Law Development Centre. He also holds a Masters of Laws Degree in International Economic Law and Multinational Enterprises and the Law from the London School of Economics (LSE), University of London. Francis wrote a Doctorate in the Law Department, on the political and legal framework for economic integration as a development strategy in the context of the international economic order, awarded in 2000. The research included regular visits to the World Trade Organisation secretariat in Geneva, and internships with the Organisation of African Unity and the Common Market for Eastern and Southern Africa.
Francis is an Advocate of the Uganda Courts of Judicature. He is also a member of the Uganda Law Society.
In 1993-1995, Francis taught at the Faculty of Law Makerere University, Uganda. He was Assistant Lecturer, Law Development Centre, Uganda on the Postgraduate Bar Course, conducting classes in Commercial and Land Transactions, Civil and Criminal Procedures, and Family Law. He was also a Visiting Lecturer to the Police Training School and the Uganda Management Institute in Uganda. He taught Evidence and Administrative Law to Police Officers and Government Administrative Officers.
In 1996-1998, Francis also taught in the Law Department, London School of Economics in the UK. He gave classes in Contract and Company Law to undergraduates, and Multinational Enterprises and the Law to Master of Law students.
Francis advised and prepared proposals and papers for the Geneva-based African Group of countries on WTO and WIPO issues (between March 2002 and March 2003, he prepared the drafts for various proposals and papers on, special and differential treatment, access to medicine, biotechnology, regional trade agreements, dispute settlement, intellectual property and development, and protecting traditional knowledge).
His areas of interest are: The political and legal framework for African economic integration; Institutional aspects of the WTO as a multilateral forum; The WTO Agreement on Trade-Related Aspects of Intellectual Property Rights, and its relation to the Convention on Biological Diversity and to the International Treaty on Plant Genetic Resources for Food and Agriculture; WTO rules on regional trade agreements; The WTO dispute settlement system; International investment, particularly in relation to activities of multinational enterprises; Technology transfer to developing and least developed countries
